Photo Clive WassonDONEGAL County Councillor John Ryan is to seek to run alongside Joe McHugh for Fine Gael in next February’s general election.And that is not surprising given that John Ryan helped FG to attain their highest ever vote in the 2011 general election with 31.6%.The FG convention will see Deputy Joe McHugh selected by popular choice and it remains to be seen what the national executive of the party decides thereafter, reports John McAteer in the Tirconaill Tribune today. The current situation for FG in the new Donegal constituency is quite interesting, With the nine electoral districts south of Laghey now transferred in the new Sligo-Leitrim-West Cavan constituency the current profile of the various parties is quite interesting.When those nine districts are excluded from the 2011 vote across both Donegal constituencies, FG remains with a quota of 1.5 seats (25%): some way behind Sinn Fein on 1.75 quotas (29%) but well ahead of Fianna Fail who are on a quota of 1.2 seats (20%).Interestingly Labour hold almost half a quota: but given the very strong showing of Cllr. Frank McBrearty in Donegal SW and Senator Jimmy Harte in Letterkenny, that profile is hardly surprising.The new constituency profile shows that the combined votes of all others including Deputy Thomas Pringle stands at 17% which is more than a quota. But soon it’s going to be as good as new – thanks to the money he gets from his stokvel membership.“I don’t even have to ask the bank for a loan,” he says, of the funds needed to repair his pride and joy.Pitsoe, a Metro Police officer from Protea suburb in Soweto, belongs to a masigolisane (rotational) stokvel.In his stokvel there are more than 20 members who contribute weekly to a joint fund. Each Monday the collection of money is paid out to one member.His is typical of stokvels around the country.A stokvel is a group saving scheme, helping members with financial assistance when needed. They are set up by a group of friends or a community organisation to help save or invest, to provide for burials, to buy groceries in bulk, or even for special events like birthdays.“I like this type of stokvel. It helps you. You can use other people’s money for your own projects. But you must remember – you have to return the favour,” said Pitsoe.With rotational stokvels, members contribute a minimum of R1 000 ($120) a week into the pot. Amounts can go up to whatever people can afford.South Africans are such huge fans of this savings scheme that, according to a survey by African Response, R44-billion (US$529-million) is currently invested in stokvel savings.Survey tells the story of savingsThe nationwide survey of over 2 000 stokvel members conducted by African Response, a market research company, found that there are 811 830 stokvels in the country, with 11.4-million members.A recent All Media and Product Survey (AMPS) has found that 40% of South Africans belong to a stokvel. The AMPS was conducted by the South African Advertising Research Foundation, which uses surveys to determine target markets for products and services.Mamapudi Nkgadima, MD of African Response, said: “African Response sought to quantify this market in terms of size and value as well as shed some light on attitudes and behaviours.”She illustrated the numbers involved: “The population of a city made up of all South Africa’s stokvel members would be larger than any of our major metros, including Johannesburg, Pretoria, Cape Town and Durban.”Gauteng leads the figures with 24%, followed by Limpopo with 20%, KwaZulu-Natal with 14% and the North West with 12%. These four provinces make up 70% of the stokvel market.“Stokvel members are home owners, business owners, church members and people you work with,” says Nkgadima.Findings of the surveyThe survey broke down the types of stokvels.The most popular are savings, burial, grocery, birthday and investment stokvels.Savings stokvels are the most popular of all – 47% of people using stokvels belong to one.This is followed by burial society stokvels with 41%; followed by grocery stokvels with 20%. Investment stokvels account for 5% of the members.Savings stokvels mostly comprise 80% of people from urban areas; while birthday stokvels comprise younger members, with 66% between the ages of 16 and 34.Groceries stokvels are made up of 86% women.Higher income earners are attracted to investment stokvels.Nkgadima said: “Stokvel membership very much depends on individual needs, which is why there are different types. Birthday stokvels fulfil social needs and saving stokvels are joined for security needs.”The average contribution each month is R210 ($25), with burial societies having a lower than average contribution of about R115 ($14) per month.Investment stokvels generate much higher contributions – from between R300 ($36) and R500 ($60).The survey also found that the average number for stokvel members was 27.Nkgadima said: “Burial societies tend to have much higher membership numbers while investment and birthday stokvels are closer, more intimate friendship groups.”Stokvels attract more women than men, with 57% of women taking part, compared to only 43% of men.This only differs in investment stokvels with the majority being men at 52% and women at 48%.“Stokvels are no longer the domain of people in need of a collective pot for burials and groceries but provide a medium for which to learn about and jointly invest money with the aim of creating wealth and security for its members.”Some 66% of stokvels make use of financial institutions, while 34% still do not. Nkgadima sees this as a great opportunity for financial services to manage stokvel finances.People have different needs but their common factor is the need to save for a rainy day, while creating wealth and security for themselves.Different stokvels for different peoplePeople from different backgrounds, with differing needs, make use of the different stokvels.John Lebetso, an informal trader from Diepkloof in Soweto, is a member of three savings stokvels. He meets with other traders every Monday, Wednesday and Thursday to pay in their contributions and talk money matters.His stokvels have different minimum contributions, with the smallest being R300 ($36) and the highest being R1 000 ($120).Although Lebetso’s stokvels are paid out annually, members do have the opportunity to draw their money every six months. Money can also be borrowed from the stokvel, at 20% interest.“It helps a lot if you can’t save money on your own. It’s also encouraging as you’re around people who have more money than you but are entrenching a culture of saving in you,” said Lebetso.Lebetso said there were more women in his stokvels than men, which seemed to indicate that women are better managers of money than men.Esau Maota, a pensioner from Diepkloof in Soweto, has been a member of a burial society for more than 20 years. “This type of stokvel brings communities closer because it involves neighbours helping the families around them.“It is also an affordable method to save for those enforceable problems.”His burial society has monthly contributions of R250 ($30), with R200 ($24) going to a bank account and R50 ($6) going to the host of the gathering.It pays out R7 000 ($841) for the burial of a member and R3 500 ($420) to their dependents.Nkgadima said: “Stokvels continue to pervade all levels of society and they are here to stay.”
28 April 2015Oracle Raspberry Pi Weather Station for Schools is an ambitious project to join thousands of schools in Africa and around the world in a global science experiment.Organisers Oracle Academy and the Raspberry Pi Foundation said participating schools would receive a Raspberry Pi hardware kit for students to build and operate their own weather station. The aim is to gain valuable skills spanning computing, meteorology and geography. Interested schools must register on Raspberry Pi’s website.The first 1 000 kits have been funded by a grant from Oracle Giving, which along with Oracle Academy, is part of Oracle’s philanthropic efforts. The kits will be provided to schools free of charge while supplies last. Half of the free kits have been set aside for Oracle Academy schools.In addition to building a weather station, the kits teach students to write application code that logs a range of weather data, including wind speed, direction, temperature, pressure, and humidity. Supplemental teaching materials for classroom use will be made available on the Oracle Academy website.Teaching computer scienceThe Oracle Raspberry Pi Weather Station project, officially launched on 23 April, is targeted at students aged 11 to 16 years old. They will be asked to write applications to operate their weather station and record data in a cloud-hosted Oracle database, which they can then query through SQL (Structured Query Language) elements developed in collaboration with Oracle Academy. They will also develop a website on Raspberry Pi to display local weather conditions that can be accessed by other participating schools.Additionally, students will be able to access a Weather Station for Schools microsite to blog about their experiences, interact with other participating schools around the globe, and receive online technical support.“From application programming to database management, computer science skills can lead to rewarding and fulfilling careers,” said Jane Richardson, the director of Oracle Academy EMEA.“Our goal with the Oracle Raspberry Pi Weather Station project is not only to show students how computer science can help them measure, interrogate and understand the world better, but also to give them hands-on opportunities to develop these skills. We believe this is one of the best ways to inspire the next generation to take up the computer science roles that economies around the world need filled.”Data management and SQLEben Upton, the chief executive of Raspberry Pi, said the “ambitious project” added another string to the Raspberry Pi bow, using the Raspberry Pi to introduce children to the art of data management and SQL.“The kits themselves are really exciting, containing everything you would expect from a fully-functioning weather station. Four tests were established in the Southwestern/West Central/Central (SW/WC/C) region and three tests were established in the Northwestern (NW) and North Central/Northeastern (NC/NE) regions (for a total of ten test sites statewide). Hybrid entries in the regional tests were planted in either an early or a full season maturity trial. These test sites provided a range of growing conditions and production environments.Growing conditions were very favorable for corn production across most of Ohio in 2018. The growing season was characterized by well above average rainfall and heat unit accumulation (growing degree-days). Precipitation and heat unit accumulation were generally greater at OCPT sites in the SW/WC/C region (with rainfall ranging from 23.3 to 26.3 inches and heat unit accumulation ranging from 3270 to 3520 GDDs) than at sites in the NW and NC/NE regions. Moreover, rainfall was generally well distributed at these sites. The impact of dry conditions in July and August on crop performance at the Van Wert and Hoytville sites in NW Ohio and the Wooster and Beloit sites in NE/NC Ohio were mitigated by timely rains in late August and September. Due to the warm, wet conditions, foliar diseases (primarily gray leaf spot) and ear rots (primarily Gibberella and Diplodia ear rots) were present at nearly all test sites. However, the disease severity was highly variable and it was usually most pronounced for a limited number of hybrids. The highest yielding sites were generally associated with foliar fungicide applications at tassel – the major exception being the test site at Bucyrus (the second highest yielding OCPT site in 2018) which exhibited little leaf disease or ear rot. Stalk lodging was evident mostly in the NW and NE/NC test sites but negligible for most of the hybrids evaluated. Warm temperatures in August through mid-October promoted crop maturation and dry down but persistent rains in September through November slowed harvest.In 2018, USDA’s National Agricultural Statistics Service estimates Ohio’s corn yield at 193 bushels per acre, which would be 16 bushels per acre more than last year’s and highest on record if realized. Yields at OCPT test sites paralleled the record yields reported across the state this year. Averaged across hybrid entries in the early and full season tests, yields were 273 bushels per in the Southwestern/West Central/Central region, 238 bushels per acre in the Northwestern region, and 242 bushels per acre in the North Central/Northeastern region. Yields at individual test sites, averaged across hybrid entries in the early and full season tests, ranged from 203 bushels per acre at Beloit to 285 bushels per acre at Greenville. Performance data for Upper Sandusky in the NW region is not presented because excessive rainfall shortly after planting created variable field conditions that resulted in erratic stands, uneven growth and inconsistent yields.Tables 1 and 2 provide an overview of 2018 hybrid performance in the early maturity and full season hybrid trials by region. Averages for grain yield and other measures of agronomic performance are indicated for each region. In addition, the range in regional test site averages is shown in parentheses.As you review 2018 test results, it’s important to keep the following in mind. Confidence in test results increases with the number of years and the number of locations in which the hybrid was tested. Avoid selecting a hybrid based on data from a single test site, especially if the site was characterized by abnormal growing conditions. Look for consistency in a hybrid’s performance across a range of environmental conditions. Consider the table providing a “Combined regional summary of hybrid performance” which indicates the performance of hybrids common to nine statewide test sites and the six tests in western Ohio. Differences in grain moisture percentages among hybrids at harvest can provide a basis for comparing hybrid maturity. Yield, % stalk lodging, grain moisture, and other comparisons should be made between hybrids of similar maturity to determine those best adapted to your farm. Table 1. We are pulling back on precipitation Sunday except in far south central parts of Ohio. The precipitation in the forecast each day today through Saturday will range from a few hundredths to half an inch, and will have daily coverage from 75% to 100% of the state. Including the action from yesterday, we think 5 day rain totals will generally be from .5”-1.5” over 80% of the state, and 100% of the state will see at least .25” of moisture. There is a threat of strong to severe thunderstorm activity each of the next 4 days, but it will be widely scattered. Temps remain near normal, but we should not see quite as much heat as the past few days. Humidity values remain high…so it likely still feels pretty hot and muggy. Showers and thunderstorms Sunday will be limited to areas far south in Ohio, closer to the Ohio River. Rain totals are expected up to .3” and 70% coverage there, while the rest of the state turns out partly to mostly sunny. Dryness continues Monday, Tuesday and Wednesday of next week. Temps will be near normal. We are pushing our next front back a little bit this morning, seeing it arrive in Ohio Wednesday night. The front then works through from NW to SE through the overnight and Thursday. Rain totals are holding from .25” to .75” over 90% of the state. We are just moving the moisture back a little bit and extending it through Thursday. By Friday morning we should start to see that action move off out of the state east and south. Friday should be dry as will Saturday to finish the 10 day window. The map below shows rain totals through the end of next week.The rest of the extended forecast window is unchanged this morning. Sunday brings an increase in clouds with nighttime thunderstorms likely. These thunderstorms can bring from .25” to 1”. Monday the 15th and Tuesday the 16th we have rain and thunderstorms fully crossing the state. Monday the action will be in central and northern parts of the state, and then Tuesday will be mostly central and southern Ohio. Rain totals will produce an additional .25”-1” for that 2 day period with statewide coverage of near 90%. We finish the extended period with a mix of clouds and sun for Wednesday and Thursday, the 17th and 18th.

I had a discussion several months ago with a designer I know regarding energy efficiency in a project she is working on. She recently took the initiative to become a licensed residential contractor and is now managing entire projects. I applaud her for making this transition and for working hard to maintain her professionalism in an industry where there are a lot of fly-by-night operators. The homeowner is interested in making the house more efficient, and our conversations focused on those aspects of the project. I offered my services as a consultant to evaluate the house and make a set of recommendations for improvements to consider.Well, I ran into her recently and asked about the project, which is just underway. She asked me about coming in to do blower door and duct blaster tests when the project is finished, to see how it turned out. Since I don’t find running test equipment that much fun, and I believe that my particular talents are better applied earlier in the job, I declined the invitation. During this discussion, it occurred to me that here was a residential designer with little, if any, training or experience in building performance making decisions on insulation, air sealing, HVAC systems, and other critical details. Any wrong choices in products or installation methods on this project would very likely create long-term problems that could be avoided with proper advice up front.Expertise worth paying for goes both waysThis designer is very professional, places a value on her expertise, and expects to be paid for it. She is very experienced in kitchens, baths, and interiors, and, in fact, I hired her to assist in the new house I was attempting to build. I trusted that she has the proper knowledge in her area of expertise and engaged her to take advantage of her abilities. It appears that she was not as respectful of my expertise, and assumed that she could make appropriate building performance decisions by herself, with assistance from the insulation, HVAC, and other trade contractors on the project, then bring me in to confirm her decisions after the fact.In my curmudgeonly style, I pointed out to her that if she thought that she was qualified to make those decisions, what would keep me from thinking I am qualified to design a kitchen or bath, without any training or experience? If she didn’t use qualified professionals for their expertise, why should she expect anyone to use hers? This seemed to get her attention, and I expect that I may be hearing from her soon about some consulting work.The implications of insanityWhat occurred to me through this interaction was that there is a general attitude in the marketplace that residential construction isn’t very difficult, and pretty much anyone can do anything. Homeowners build and renovate their own homes. Trade contractors make decisions about products and methods without consideration of their impact on the entire project. Mechanical systems are installed without taking into account the overall building performance. This behavior perpetuates inferior buildings, and must change. Einstein’s definition of insanity is doing the same thing over and over again and expecting a different result. Unless we change the way we build and renovate, we are insane and will continue to get the same result: poorly performing buildings.

But will Microsoft’s staggered release plan just cause more headaches for Web developers?iFanr appears to cite Microsoft’s IE Director of Marketing Roger Capriotti as the source for the named date, though Microsoft is not confirming or denying what it terms rumors and speculation. The date for the Preview Release would sync up to earlier reports of a Windows 7 version coming out in mid-November, after disappointing Web users and developers with a missing IE 10 for Windows 7 when the Windows 8 operating system rolled out with IE 10 on Oct. 26.It will be interesting to see how IE 10 will be worked for the Windows 7 platform. Its interface and functionality has most definitely shot for the tablet target – a target that Microsoft very much wants to hit as it seeks to shove its way into the burgeoning tablet market.Given that Windows 7 users are likely not going to be using it on tablets, a lot of that functionality will probably be absent in IE 10 for Windows 7. What will be included is the controversial Do Not Track feature, likely activated by default. Do Not Track has done little more than poke the advertisers’ hornet nest with a sharp stick.Do Not Track?The Digital Advertising Alliance has already announced that it will not honor Do Not Track in IE 10 because, its rationale goes, there’s no way website developers can tell whether Do Not Track was actually turned on by the user or by Microsoft. Microsoft’s approach to Do Not Track has ticked off a lot of people, including Apache Web Server developer Roy Fielding who actually submitted a patch to Apache that would also ignore IE 10’s Do Not Track feature back in September.Since there aren’t that many Windows 8 machines out yet, there hasn’t been a lot of squabbling about IE 10 yet. But given that Microsoft’s Auto Update feature will eventually upgrade almost all IE users to IE 10 on Windows 7, that’s about to change. Advertisers will no doubt raise a stink again and those users who would really like Do Not Track to be honored will start getting loud about the problem once the final version of IE 10 hits the Web.End of The Line For IE on Windows XP And VistaUsers of Windows XP and Vista won’t have to worry about any of this, by the way: Microsoft is not planning on IE 10 supporting those versions of Windows. IE 9 is as high as Vista can go and IE 8 is the upper limit for XP users.Cross-browser web development has always been less than fun for Web developers, who have to choose between taking advantage of the latest browser capabilities and making their sites viewable for as many incoming browsers as possible. And then they have to choose which browsers to target. The latest versions of Safari, Chrome, Firefox and IE are the default bets – as well as key older versions that still retain big user bases.With the deliberate freeze of IE at version 8 on Windows XP and v9 on Vista machines, Microsoft may be making cross-browser development just a little bit harder. According to StatCounter, 34.23% of machines in the world were running Windows XP and Vista in October 2012, compared to 52.93% running Windows 7. That’s a lot of machines that will be stuck in increasing obsolencense.Clearly, Microsoft’s plan is to encourage users to upgrade those older machines to at least Windows 7, but Web developers will be stuck in the middle of this widening gap between old and new until the market share for the older machines drops into the neighborhood of “we-don’t-care-anymore” percent.Microsoft has clearly decided that IE 10 is where the line of demarcation will be drawn, and Web developers will just have to cope.
